Sir,— l see by the report of the meeting of the City Council, which appeared in the

Colonist op Saturday morning; that Councillor Levien believes that there is no necessity for a bridge in Collingwood-street. Do Councillors know that the present structure was in great part built by subscriptions from the residents in the neighborhood of the bridge, and the reason that they subscribed was that they believed a bridge would enhance the, value of their properties, which it did, and they have been rated all this time at that enhanced value, and the public hate been reaping the benefit for the last eighteen years ? If a bridge be not built, there the property in the vicinity of the bridge will he considerably deteriorated, which is a great injustice. Was not the subsidy received from the Government meant specially for works such as. this? Councillor Levien calls the rebuilding of a bridge which bas been used for eighteen years a luxury. It is scrange how different things appear when viewed through interested spectacles, and I think, Mr Editor, that those who are adverse to the rebuilding of the bridge wear those spectacles. A good substantial structure might be erected at a cost say of £2000, which at seven per cent would be £150, acd, say £50 a year sinking fund, which would pay it off in 40 years, and I do not thiok it would require anything like threepence in the pound special rate to raise £200, a year. I think Councillor Crewdson'a calculations are much on a par with Councillor HounselFs, who gave as his reason for charging about 25 pc? cent 'on the value of the gas meters, that he, had bought one, and unless consumers of . gas bought meters they had to pay 1 . How would his customers look if, when selling a gallon of spirits, he said 25 per cent on the original value of the measure, please. O . wise Councillors I They are second . Daniels come to judgment.
