It is announced from Washington that Hayes, the President of the United States, has invited Congress to consider what course of action the Government abou'd pursue in regard to the outrages which took place some time since on American fishermen at Fortune Bay, Newfoundland, and especially in view of the refusal of the Marquis of Salisbury as Foreign Secretary in the lato administration to accede to the demand of the American Secretary of State for compensation from England for the loss of the boats and nets belonging to the fishermen.
