The Liberals, Lord Hartington adds, will uphold the power and integrity of the British Empire, but will avoid any policy likely to cause disquiet, or directed towards needless annexation of territory. Sir Stafford Northcote (Chancellor of the Exchequer) has written a letter in which he expresses the hope that the new Parliament will be wholly devoted to legislation on domestic affairs. Mr Gladstone delivered an address to-day in which he followed closely upon the lines of Lord Hartingdon's manifesto on the Liberal policy. He condemned in strong terms the foreign policy of Lord Beaconsfield. San Francisco, March 10. Kearney, the labor agitator, has been arrested here on a charge of using seditious language. He has been liberated on hail.
