London, February 12. Persia proposes that a Commission be appointed to define the north-eastern boundary of her territories, and in the meantime she states that it is her intention to occupy the Afghanistan province of Seistan, and eventually Herat also. It is generally believed that Great Britain has asseuted to this arrangement. February 13. The Chimborazo sails again on Monday.
