[Per Rotomahana at the Bluff.] Stephen Brassy's paper on " Extended Colonisation a necessity for the Mother Country" read before the Royal Colonial Institute, elici'ed much comment Sir Henry Barkly warmly supported the idea of directing the stream of emigration to the British colonies. Mr Foreter M.P. also advocated extended emigration and a closer union of the colonies and the Empire. Several papers commenting on the subject, alleged that the action of Victoria is weakening v the bond of union. It is believed that the step taken by the Government in establishing a reserve of 10,000 men in Canada composed of the militia of the Dominion for active service at home or abroad if required is preliminary to the enrolment of colonial troops to do duty in various parts of the Empire both in peace and war time. Such a proposal is mooted in Canada and favorably received. The appointment of Sir Alex. Gait as Resident Minister* for the Dominion of Canada in London, caused a flutter amongst the Agents General. "' Cape news states that the Boers have resolved that Paul Truger, the acting Presideut of the South African Republic, should convene the Volksraaru for the 12th April. The following resolution was adopted : — " The - people pledge themselves solemnly not to sell or supply to, or buy from, those, who co-operate with the British authorities here against the independence of the country. That if the British Government refuses to grant the independence by the 6th April next in a friendly way the people will consider themselves bound to destroy all the writings, books, or documents in English, and to iemove children speaking English from their houses, and refuse hospitality to the English who will not render them assistance or protection on the road."
