The following are the principal suggestions submitted by the delegates of the various Licensed Victuallers Associations for the purpose of beiDg embodied in the Licensing Act :— To repeal all existing Acts ; Liceusing Court* to be appointed by the Governor, not more than three to hold office for two years ; The Governor shall proclaim Licensing Districts : No brewer or dealer in alcoholic liquors or in partnership with any such person shall be qualified to be a member of a Licensing Bench ; All the present Licensing Courts to continue in operation till the constitution of courts under this Act; The quorum of Licensing Courts to be fixed by the Governor ; Any unlicensed person selling liquor to be liable to a penalty of not less than £25 nor more than £50 ; The following Licenses may be granted :— Wholesale and Brewers' Licenses, fee £10; Packet Licenses--12 o'clock £35; to 12 o'clock License, all night License, £45. Wholesale and Brewers Licenses shall enable the holders to sell spirituous liquors in not less than fire gallons to be consumed off the premises. " Conditional " License means one applied for outside any city or borough. Packet License may be granted to the master of a vessel. Wholesale, Brewers, and Packet Licenses may be issued by the mayor or chairman of any council, borough, or county council, at any time. Licensing meetings to be held quarterly; Notice of application for a License to be given at least two days before the meeting; Notice of annual Licensing Court to be advertised three times in a local paper one month before the meeting; The Licensing Court may exercise discretion in granting or refusing to grant Licenses ; No License to be granted if opposed by two thirds of the ratepayers in the neighborhood, but the Court may demand security from petitioners, owners, or others beneficially interested; A house losing its License to be compensated, the amount being at the discretion of the Court, and to be paid out of the consolidated fund and the local revenue respectively; Personal attendance not necessary to procure the renewal of licenses; AH licenses, except wholesale and brewers and packet licenses may be transferred ; Purchasers of licensed premises may obtain a temporary transfer of the license; Licenses may be transferred to other premises ; Business may be carried on by executors ; In the cases the Chairman of the Licensing Court may grant an extension of the license for races, &c.; Persons giving false evidence before a Licensing Court to be guilty of perjury; The Governor may, if necessary, proclaim special licensing districts in goldfields and outlying districts; Contracts made with girls to dance in places where alcoholic liquors are sold to be void ; Barmaids shall not be employed in the bar more than ten hours out of 24; Refreshment liceuses at railway stations may be granted; Publicans need not Jceep lights burning outside at night except
where no public lamp fa kept burning in the street; Clubs to gay a registration fee of £50 per annum, and not to allow any liquor to be taken off the premises under a "penalty of £5 for each offence; Persons selling without a license to be fined £20, and all liquor found on the premises to be forfeited; Any person offering for sale adulterated liquor to be iiable to a penalty of not less than £10 or not more than £50, the liquor to be open to seizure, and any Justice of the Peace may order it 'o he analysed at the expense of the person convicted ot the offence; No person holding a license under this Act shall sell or allow liquor to be drunk on his premises except between the hours of si* jn the morning and ten at night on auy working dav, or between one p.m. and three on Sunday, Christmas Day, or Good Friday, but the Commissioners may issue twelve o'clock licenses upon the payment of a further fee (if £10; Bonajidc lodgers and travellers to be supplied with liquor at all reasonable times. It is understood that the liabilities incurred for Public Works under the five million loan are much greater than were anticipated. It is probable that the Govern merit will propose the gradual extinguish ment of the present deficieuoy ins cad of doing it in one year. It is stated on tolerably good authority that a solution of the redistribution of seats quesiion will be arrived at by appointing ten more members of the House of Representatives, including two Maoris. Graiiamstowx, Friday. A man, name unknown, has been brought from Obinemuri charged with the comtuiftal of an unnatural offence. Alburnia shares aro selling at 565. Auckland, Friday. News has been received in town of "the complete destruction by lire of two stores attached to Gibbons' sawmill at Otana Creek near Awitu. Nothing was saved. The buildings were insured iv the North British for £350. Ciiristcbdkch, Friday. Thomas Vaughan was charged with playing roulette on the racecourse yesterday and sentenced to 14 days imprisonment with'hard labor under the Vagrant Act. Dcnedin, Friday. The following resolutions have been arrived at by a Special Committee of the Chamber of Commerce:— (l.) That for purposes of revenue a property tax should be imposed, and the prtseut tariff interfered with as little as possible; (2) Should the imposition of a property tax not meet the financial requirements of the Government, the required amount should be made up from the following articles:— Tea, sugar, tobacco, cigars, beer (excise duty), matches, wines] and all goods on which ad valorem duties are now levied.
