[Rioter's Telegrams per Press Agency.] Bombay, October 21. It is stated that the Indian Government are going to construct a railway through the Scinde Valley to Quettah, and thence on to Candahar. Madrid, October 21. The disastrous floods continue to spread in Spain. 1000 persons bave been drowned, and there has been great loss of property. London, October 21. Toe Daily Telegraph publishes a telegram from Peshawur stating that the Governor of Jellabad reports that Russian troops have occupied Merv, but the news is unconfirmed from other eources.
