WAIMEA COUNTY COUNCIL.
WEDNESDAY, Octodhe 15. A BPKoilli mseting of the Council duly summoned •nd held this day for the purpose of confirming the by-laws framed nnder the Slaughter Houses Aot, 1877. Present — All the member*, exoept Mr Shephard. On tbe motion of Mr Wells, seconded by Mr Macmahon, it was resolved, That the proposed bylaws be amended by substituting in the fourth olauee of tbe laid by-laws the words " from time to time" for tbe words "at least once a week," and tbat the said by-laws, as thug amended, be oonfirmed. The Chairman was instructed to take the requisite steps to bring tbem into operation, to publish tbe same in both the Nelson papers, to get sufficient copies printed, and to transmit a copy to each Inspector. The ordinary meeting of tbe Council was alio held on the above date. Present— All the members, except Mr Shephard. Minutes of hut meeting read and confirmed. The Chairman stated that tho sum of £121 lis 3d, portion of tbe Tote for the road from Nelson to Westport and Greymouth, had been remitted by tbe Government on bis application. Mr Bird informed the Council that the Ponnd in Waimea South, tbe erection ->f wbich ho had been requested by the Council to effect and superintend, Would be immediately begun. The Treasurer laid on the t»b!e the half-yearly balance sheet, as required by the 129 th section of the Counties Act, 1876, duly audited. On the motion of Mr Macmahon, seconded by Mr Phillips, it was resolved, That in compliance with the provisions of tbe 130 th section of the Counties Act, the balance sheet be published in the County, hut to avoid unnecessary cost, in one paper only. That in future no advertisements, unless specially ordered, appear in more than one paper, and that as far as possible each of tbe two newspapers receive an equal share of the advertising. On tbe motion of Mr Deneker, seconded by Mr Maamah-n, leave of absence was given to Mr Shephard during the present Parliamentary session. A letter from Mr Erick Oct, recommending ths use of asphalt concrete on the protective works •nd approaches to the Waimea bridges was read. ale Chairman was requested to thank Mr Orr for Jus ruggestions. Accounts amounting in all to £20 12s for advertising in connection with the Licensing Courts, within the County, from the date of coming into operation of lhe Counties* Act were laid before the Council. The Chairman was requested to make suoh enquiries before its next meeting as would enable him to advise the Council as to its liability in reference to these accounts. On the mction of Mr Well?, seconded by Mr B ; rd it was resolved, That application 'be made for pro! greas payment to the amount of* £250, for works executed on the road by tbe Rai Valley to Marlborough, within the County. Letter from Mr David Kerr was read calling the attention of tbe Council to tbe very dangerous etate of the Eoad in Rae's Valley and on Bee's Saddle, aod thence to tbe Top Houae. On the motion of Mr Bird, seconded by Mr Wells, it was resolved, That the road in question, witb the exception of less than two miles, being within the Upper Motueka Highway district, and the Council having distributed ita funds among the several Highway districts within the County, application should be made to the Board of that district to keep it in repair. Tbat with regard to the part above, exoepted whioh is in the outlying diatriots, the Upper Motueka Highway Board be requested to effect the repairs necessary to remove the complaints of Mr Kerr, at the expense of the County. A letter from the Secretary of the Upper Motueka Highway Board was read, requesting payment of dE37 19s 6d, for work juat executed by that Board on the road Nelson to Westport and Greymouth. The Chairman stated that cbequesjhad (by virtue of authority given him by the Counoil in auch cases) been forwarded to tbe Secretary of tbe Board. Letter from Mr Talbot, Licensee of the Retreat Inn Motueka, was read to the effect tbat tbs sum of £10 granted by ths Counoil for tbe maintenance of a signal lamp at tbe wharf, was insufficient to meet tha whole of the expenses in connectton therewith. On ths motion of Mr Macmahon, seconded by Mr Wells, it was resolved, That the Council deem it uoadviaable to incur any further expense iv connection with tbe Motueka port signal lamp than that already promised. A detailed statement of money received for licensee for the current year up to 30th September, and paid bf tha Collector of Customs into the Waimea County Fond Account, was laid on the table. The Chairman was instructed to thank Mr Johnstone for the statement juat received and to request that officer to v furnish a similar account saeb half year to Maroh 31st aod September 30th. The Chairman stated tbat bo had ainco ths last meeting of the Council paid from the Outlying District Fund, the sum of £47 7s 3d. On the demand of Pelorus Highway Board, according to agreement, for htff cost of the new bridge over the Herenga fiver, dividing this County from that of Marlborough. Mr Phillips brought forward with a view to its adoption by the Council a copy of resolution passed by the Nelson City Council, recommending uniformity throughout the Colony as regards fees payable for licenses to sell spirituous liquors, and detailing the amount recommended for each kind of license. After taking the resolution in question into consideration, it was, on tbs motions! Mr Dencker, seconded by Mr Haomahon, reiolved, That it does not become thia Council to recommend any alteration in the license fees, or to express any opinion whatever on the hoenting system, such a course being altogether remote from the purpose for which County Councils were created. Application having been made on behalf of some of tbe Boad Boards for euoh assistance as it is in tbe Sower of ths County to afford, and the question aving arisen aa to what amount would probably be available for distribution by the County Counoil among the several Highway Boards on account of the year ending 31st March next. The Counoil came to the conclusion that the sum of about £1000 would probably be at its command for that purpose, in accordance with tbe conditions already laid down and made known by the Council. The Chairman waa requested to make application for subsidies now due by tbe Government, as the Mason bas now arrived when road works are moat beneficially undertaken. On the motion of Mr Bird, seconded by Mr Wella, it waa resolyod, Thst the Seoretary of the Uppes Motneka Highway Board be requested to furnish ima Oooncil with a report of tbe progress and state af the works authorised on (be road from Nelson to Wastport and Greymoutb within that district. Mr Phillips, that thia Coancil wiil offer a bonus of * for tbe discov ery of auriferous alluvial ground within the County, not lass tban two miles from •listing gold deposits that shall yield 500 021. of gold within 12 months from time of discovery of the tame. That this Council will offer a bonus of £ for tha discovery of quartz reef or reefs within tbe County that shall yield 600 ors of gold within ysar of time of discovery. That thia Council will offer a bonus of £ for tha tJisoovery of metallic lode or reefs of any nature within the County that shall yield £1000 worth of Marketable metal othsr tban gold of any kind within years of time of discovery.
