CITY COUNCIL.
The ordinary fortnightly meeting was held art Friday night. Present, all the members. A telegram was receded from Mr Pitt .Asking for suggestions as to any required amendments in the Municipal Corporation Act. A letter was read from Mr E. Ingham, complaining that a lot of stinking stuff was brought from Mr Bettsny'a wool scouring works and spread on Mr Orsman's paddock in Murphy-street. It was not pleasant to hare a nasty smell in his nose all day. Referred to the Inspector of Nuisances. A letter was read from the Under Secret- : ary stating that a Toucher was being prepared for £70 refund of amount charged to the Council for Hospital maintenance during the month of June, A letter was read from Messrs. Mabin and Oooksey in reply to a demand upon them for £17 as securities foe the payment of Mr Jackson's rent for the baths. They did not wish to shirk any moral obligation, but the , rent was to be paid monthly, and they had receired no notice of h's having failed to do so. They enclosed a cheque for £8 10s trusting that the Council would consider that sufficient — On the motion of Cr Trask, seconded by Cr Little, it was agreed to accept this as full payment. A letter was receired from Mr Sjunley with reference to the extension of the water works on the Waimea Road, stating that the residents in that distilct thought that as the ordinary rates would yield S per cent on the outlay, that ought to be sufficient. However the Bfohop of Kelson agreed to pay double rates for three years, and he was willing to do the same, which would bring the receipts up to 10 per cent on the outlay.— Cr Everett thought that upon these terms the work should be carried out, and proposed a resolution to that effect which was seconded by Cr Levien and agreed to. , The following recommendations of the Public Works Committee were agreed to :— That endeavors be made to effect the best possible arrangements with Messrs. Blyth and White regarding the cutting of a ditch in their land ; that Mr Butler be thanked for two recommendations, as to additional . water supply ; that no further expenditure in Trafalgar-street south be incurred at present ; that a culvert near the Rising Sun be consti acted as soon as bricks can be procured ; that the foot-path from Mr Barnett's to the Immigration depot be repaired; that the road at the rear of the Asylum be repaired. A recommendation that screens be provided at the baths so that bathers could not be seen from the Port hills was negatived. The Finance Committe reported with reference to Mr Manton'g claim for compensation, that they did not consider that the injuries sustained by that gentleman were due to the negligence of their servants, and recommended that Mr Pitt be retained for the defence. Cr Harley wished to make a few remarks on a letter which had appeared ia the paper with reference to his action at the last meeting of the Council, of which a good deal had been made, possibly with a view to damaging bis reputation. Instead of being against the interests of the working men he had always been the reverse. When he first took his sect in the CouncM he found that they were paid only on fine days, and he had moved that they should be paid on both wet and fine days, and the resolution had been adopted. On other occasions, when the Mayor fproclaimed public hollidays, he had obtained the leave of the Council tbat t&ejjhonld be paid, which would show that ne was anytnmg Dntxramenat^ *r them. t a conclusion he would express his regret that "Veritas" had not confined his criticism to him as a public man, instead of referring to his family. Cr Harley said that be had been asked by the Licensed Victuallers' Association to read a. letter from Mr Acton Adams relative to the classification of the license fees, and making them applicable to the whole colony. Having read the letter, he moved, " That this Council approves of the measures contained in the Licensing Act Amendment Bill introduced at the present session of Parliament by Mr Adams, providing for the classification of liceases, and a uniform scale of license fees as follows : — For a 12 o'clock license, £35 ; for an 11 o'clock license, £25 • for a country license, £20 ; and for an accommodation and ferry license, £10 ; and ' that a copy of this resolution be forwarded to Mr Adams." This was seconded by Cr Little, and carried unanimously. On the motion of Cr Traßk, seconded by Cr Johns, Mr Flett was formally appointed Inspector of Nuisances. Cr Harley laid on the table certain plans and correspondence from Mr Orr, relative to the drainage of the town, which were referred to the Public Works Committee.
