WAIMEA COUNTY COUNCIL.
Wednesday, August 20th, 1879. Council met, present all thc members. _linutes oi; last meeting were read and confirmed. On the motiou of Mr Shephard, seconded by Mr Phillips, it was resolved, in allotting the revenues of the County to the several Road Boards within its limits ia accordance with the terms of the resolution of the 16th ..uly last, that moneys accruing from gold ! fields revenues or sold duties shall be apent iu the localities whence such moneys are derived. A letter was read from the Colohia! Secretary's office "approving of the suggestion cf the Council, as to the Local Justices being authorised to visit the Motueka Orphanage, and lu conjunction with the l_esi_ent Magistrate to report on its management to the Government, and asking the Chairman to communicate with such Jiistice3 as live within easy distance of the Orphanage to invite them to inspect and report ih the manner above indicated." The Chairman stated that he had communicated with the under-mentioned Justices in the terms of this request, viz., Messrs. Tarrant, Macmahon, Jeilicoe, Parker, aod Duff. The replies of Mr Tarrant and of Mr Parker thereto having been read, it was on the motion of Mr Macmahon, seconded by Mr Phillips, resolved, That the Government be requested ».o publish in thc Government Gazette the nam.s of these Justices as authorised to act in such capacity. Thc Chairman stated that, as instructed, he had had a consultation with the Solicitor to the Council, respecting the proposed by-laws under "The Slaughterhouses Act, 1877," and laid a draft of the proposed by-laws on the table. The Chairman was requested to take the steps required by tbe said Act, and the Counties Act for bringing such by-laws into operation ; also to furnish each Inspector with a copy of the Slaughterhouses Act, and to give him instructions to enforce its provisions. On the motion of Mr Macmahon, seconded by Mr Phillips, it was resolved, That an application be made to the Government for the subsidies, under the provisions of the Financial Arrangements Act, now overdue. | The members of Council acting on the Hospital Committee, iuformed the Council that the sum of £150 advanced hy the City Council and Waimea Council respectively, had been duly met on application by an equivalent grant of £300 on the part of the Government, in the terms of " The Financial Arrangements Act 1878." The consideration of a letter from Mr W. G. Sealy, Captain of the Richmond Volunteer Fire Brigade, asking for a donation iu aid of its funds was postponed till the next meetiug of the Council. The Chairman was requested to procure for the information of the Council, a detailed statement of all revenues accruing from fees in respect of licences for ttie tnaKitit* or sale of __i.i_.nted liquors paid into the County Fund. The Chairman stated that advance payments had been made by him since the last meeting of the Council to the amount of £14S lis Gd on the road Nelson to Westport, out of the Parliamentary vote, and that he had given his sanction to the Upper Motueka Road Board's acceptance of a tender from Mr Edgar for £147 9a on the same line of road. Tbe Chairman waa instructed to signify the assent of this Council to the request contained in a letter from the Secretary of the Upper Motueka Road Board for the sum of £5 out of the sum set apart under the head " Floods and^disasters " on the Nelson and Westport road. On the motion of Mr Bird, seconded by Mr Dencker, it was resolved. That the Upper Motueka Road Board be authorised to expend au additional sum of £20 on cart hire ou the road Nelson to Westport. On the motion of Mr Macmahon, seconded by Mr Dencker, it was resolved That the attention of the Minister for Public Works be directed to the damage now being done to property on the bank of the Motueka river near the bridge, through the groins erected by the Engineer of the bridge, with the view to its protection, having the effect of injuriously diverting the waters of the river to the destruction of the property aforesaid. On the motion of Mr Macmahon, seconded by Mr Dencker, it was resolved That this Council will sanction the expenditure by the Motueka Highway Board of the sum of £200 for securing the trunk road Lower Moutere, and of the further sum of £68 for bridges in the same sub-district, out of the sum to be allotted by the Council to the said Highway Board.
