The following special London telegram appeared in the Evening Post:— The "reign of terror" in Russia continues unabated. Ukases of the most severe and arbitrary character are still enforced in all the large, towns, and the discontent of the oppressed inhabitants is beginning to assume adangerous form. A number of serious incendiary fires have recently occurred in several of the Cities where martial law has been proclaimed. The efforts of the police have in consequence been redoubled, and orders of a still more despotic and grinding character issued for the purpose of preventing these outrages and detecting the offenders, it is feared that the result wi I be that the present discontent will take the form of open rebellion.
