WAIMEA COUNTY COUNCIL.
[.Thursday, Mahch 20th, 1879.] The Council met to-day. Present, all the members. Minutes of the last meeting were read and confirmed. No reply haviug been received from the Hon. the Colonial Secretary to the request of the Council conveyed to him in a letter dated 26th February, requesting that certain persons named therein be appointed by His Excellency as registered of dogs under the Nelson Dog Nuisance Act, and no gazette notice in compliance with 3uch request having yet appeared, the Chairman was instructed to call the attention of the Colonial Secretary to the delay. A reply from the Chairman ot the Suburban North Highway Board was read accenting the terms laid down by the Council, under which the proposed expenditure of £500 on the Rai Valley Road was to be effected The deputation from the Council to the Government having conveyed to the Council such information as they could obtain from the Under-Secretary of Public Works, in reference to the sum of £500, being a portion of a Parliamentary vote of £1000 for a Road from Oronoco to Stanley Brook, and a correspondence betweea the Chairman of the Upper Motueka Road Board and the Public Works Department in relation thereto being also under the consideration of the Council it was on the motion of Mr Shephard' seconded by Mr MacMahon. ' Resolved, That the sum of £500, part of the sum of £1000 voted by Parliament for the formation of a road from Oronoco to Stanley Brook, has never been spent on that road, but misapplied; and that the mistake should be remedied by procuring another vote for that amount for the purpose of which that sum was originally destined. On the motion of Mr Shephard, seconded by Mr MacMahon, it was resolved That a rubber stamp with the words " Waimea County Council " thereon, be procured and used at present as the seal of the County. The Chairman was authorised to sign a certain undertaking transmitted in draft by the Public Works office relating to the mode j of payment of the sum of £500 for the Rai | Valley road. On the motion of Mr MacMahon, seconded by Mr Wells, it was resolved That Mr Shephard, M r Welle, and the Chairman be deputed to confer with the City Council on the subject of undertaking the management of the Nelson Hospital uuder the provisions of the Financial Arrangements Act, IB7B,and,;failing j
to come to any arrangement, to ascertain the probable cost of erecting, on an economical but sufficient scale, a building for Hospital purposes in the County, and that with this view Mr MacMahon be requested to make inquiries as to a suitable site. On the motion of Mr Shephard, seconded by Mr Dencker, it was resolved— That the Council undertake to contribute £22f» towards the maintenance of the Nelson Hos pital for the six months ending June 30th, 1879, provided the Colonial Treasurer is willing to treat such amount as a contribution within the terms of the 6th section of the Financial Arrangements Act, 1878, and abate the deduction from the County subsidies accordingly. On the motion of ;Mr Shephard, seconded by Mr Phillips, it was resolved— That the Hon the Colonial Secretary be asked to inform the Council as to tbe cost of the charitable institutions of the Nelson Provincial district, and of the proportiou intended to be deducted from the County subsidies for their support, in order that the County may avail itself of the abatement provided for in such cases by the Financial Arrangements Act, 1878. On the motion of Mr Macmahon, seconded by Mr Phillips, it was resolved -That the Chairman ascertain under whose management the Orphanage at Motueka is placed, and upon what conditions, and on whose authority the inmates are admitted, retained, or discharged. On the motion of Mr Phillips, seconded by Mr Dencker, it was resolved— That the Chairman and Mr Shephard wait on the Bank manager to make arrangements for an overdraft sufficient to meet the current expenses of the Council till the 30th June next. On tbe motion of Mr Shephard, seconded by Mr Phillips, it was resolved, That Mr Acton Adams be appointed legal adviser of the Council. On the motion of Mr Shephard, seconded by Mr Phillips, it was resolved, That the Governor be requested to grant an extension of two months for framing and subsequently dealing with the electoral roll of the several Ridings of the County. On the motion of Mr Wells, seconded by Mr Phillips, it was resolved, That the Receiver of Gold Revenue be requested to forward to the Clerk of the Council a list of persons to whom miners' rights have been issued, as provided by the 44th section of the Counties Act, 1876. On the motion of Mr Bird, seconded by Mr Macraahon, it waa resolved, That the Council meet in future at eleven in the morning of the third Wednesday of each month, instead of the third Thursday as befoie. On the motion of Mr Macmahon, seconded by Mr Wells, it was resolved. That the conference between members of the Council of the several Road Boards withiu the County resolved at the Jast meeting of the Council take place at the County Office on the day before the next meeting of the Council, at 11 in the morning. The Chairman was requested to apply to the Chief Surveyor at Nelson for a map of the County. On the motion of Mr Wells seconded by Mr Bird it was resolved, That no licenses for the slaughtering of cattle within the village of Richmond will be issued after the termination of the licenses now applied for. That the several Inspectors appointed under the " Slaughter Houses Act, 1877," be instructed to lay information against any persons within their respective districts violating the provisions of this Act.
