We understand that the non. Col. Whitmore, the Colonial Secretary, will arrive by the Arawatti to-morrow morning, his object being to confer with the Mayor aud Hospital Committee on the question of hospital management and charitable aid, with a view of course to palming off- all the responsibilities in connection with these institutions upon the local bodies. The worthy Colonel's persuasive powers are likely to be taxed -to the utmost in the endeavor, and even then we predict failure for him in bis efforts to convince the gentlemen, whom he will meet tomCrrow that they should allow the load, of which the Government are so, exceedingly anxious to rid themselves, to be rolled on to their shoulders. •>.,*.
