The Nelson Harbor Board Act of last session i3 to come into force on the Ist of January next, and provides for vesting the management of the affairs of the port iu a Board to consist of the Mayor, "one member to be nominated by the Governor, two to be plected by the City Council, and three by the ratepayers of the City. No pro, vis jon;p h6weve?, is made for. the, fir/st Election in jhe local Ac£ as ia prescribed 'in the general "Harbors Act," in which case regulations will have to be made by the Governor in Council. Bat as these regulations' have to be made under the authority of the geue'ral | "Harbors Act," 'and as that '^cti tfke the local one, does not coiiie into' force until the Ist January, the Order in Council providing for the elections cannot' be issued until after that date, 60 that some little time must elapse before they can take place. The electors will do well in the meantime to look about for men who are fit to uudertake tho duties and responsibilities of members of the Board.' A bbmor is given currency to in bdr telegrams .today to the effect that ithe Speakership of the Upper House, which is a Government appointment, is to be conferred upon Sir W. Fhzherbert, who is, to Retranslated from the Lower to the:Upper Chamber for the purpose. It is scarcely, likely- that there can be any truth in thi*,aa tha claims of Major Richmond, the present; Chairman of Committees, to the office are such as cannot" be lightly paased over. "Gffe iwas called to the Legislative Council by Sir George Grey the then Governor, in 1853, and ever since' then has held a seat, in it; 'be Shasialways been Chairman of Committees since it was* found necessary to create .that office in 1865 and was Acting Speaker during a great part of last session when Sir J,obn -Richardson was lucapacitated-byiHriessf ftdml attending to his duties. It is acarcelyj probatle that .such claims as these xril\ be ignored fj when the time cpmes for. making rthsjapporoWnt The manjtobert Bolt who. cat his throat on board the ; Ed win Fox bn w Saturday is slowly improving at the Hospital whither he was conveyed, but though lie haWeco>ered consciousness, fie is' not* yeVconTiaefed out of danger. Will be opened at the Temperance. Hall .at ten a.m. tomorrow. The delegates from the South' will arrive by the Taiaroa to-'indrrow morning The Hon Mr Fox is also expected. : A correspondent writes to us warning the public « against being* had ' by a Voung man, apparently in good health and able to work, going round the town selling Silver Solution, a very dangerous and poisonous 1 article, to say nothing of its being a fraud as it vanishes in the coarse of a day or two' and has a detrimental effect on the metal " ' There is a rumor, says a Wellington telegram, that Sir Hercules Robinson, the present Governor of New South Wales, is to succeed the Marquis of Normanby in New Zealand. If this should prove to, be the case we may think ourselves fortunate, as there never was' a more popular colonial Governor than Sir Hercules. Madame Cora and yat Vose still continue to draw large audiencesr To night they appear with a new programme and a whole crowd of gifts for distribution. ' Residents iri the country will probably avail' themselves of the opportunity afforded by the special train of being present at the entertainment. A concert in aid of the Upper Wakefleld library is to be given at the Choral Hall to-night, when a good programme wil(be I carried out by set eral ladies and, gentlenjotf
