OPENING OF THE ENGLISH PARLIAMENT.
THE QUEEN'S SPEECH. London, December 5. Parliament was opened to-day by commission. The speech regrets the necessity for summoning Parliament so early,* but the Ameer's hostility obliged it. He having disregarded the ultimatum sent to him, an expedition was directed, to cross the frontier. The estimates were being prepared, and after a suitable recess general measures would be submitted. The Berlin Treaty was being executed. Among other matters, it was mentioned that suitable redress would be demanded from the Ameer at the conclusion of hostilities. In the House of Commons, the Under Secretary of State for India gave notice of a resolution that the expense of the war should be charged to the Indian Exchequer. Berlin, December 5. .. The Etnperorwas enthusiastically received on his return to the capital to resume the Government. London, December 6.' The address in reply has been adopted by both Houses.
