A despatch by the Secretary of State for the Home Department reviews the relations between England and Afghanistan. It appears tbat a difficulty arose in 1873 in the Gladstone Cabinet when overruling Lord ISorthbrook's proposal to assure the 'Ameer of Afghanistan of protection from Russian attack.

The Empress of India had no grievance against the Afghans. The British forces intends to disperse any armed resistance and will occupy all the strategic positions. The Viceroy has promised the chiefs thafc their privileges would be continued, but any attempt to impede the advance of the British would be severely punished. The chiefs are satisfied at this and have promised assistance. A despatch from Lord Cranbrooke justilies the policy of the Government, aud shows tnat the Indian Government is in complete accord with the Cabinet. The Tmes reviewing the policy of Mr Berry (of Victoria) regarding his intended visit to England advocates the Norwegian plan and condemns the plebiscite. It says it is improbable that Sir M. Hicks-Eeach will approve of such a plan. It believes the majority of both parties in Victoria will accept the compromise suggested by the impartial judgment of England. Twelve thousand pounds have been placed on the French estimates for the Sydney Exhibition. • Messrs Jonberf; and Coombes have received the Cross of the Legion of Honor.
