LEGISLATIVE CO UNCIL.
Col. Whitmore received permission to introduce a Bill to amend the Public Reserves Act, 1877. The "Literary Institution and Public I ibraries Bill," and the "Reprint of Statutes Bill," were read the second time. A discussion ensued on a question of privilege raised by Col. Brett who founded his motion on an article that appeared in the Timaru Herald of the 3rd inst., embodying certain serious reflections on the character of Mr John Martin. The motion was ultimately withdrawn, aud the Council then adjourned.
