THE DIVISION IN THE HOUSE OF COMMONS. MAJORITY FOR THE GOVERNMENT 143. [Special.] London, August 2. The Government has given notice to the Australian Colonies that the present postal arrangements are to cease at the end of the year. The Agent-General protested at an interview with Sir Michael Hicks-Beach, and the question is now being considered by the Colonial Office and Treasury and Postal authorities. The City of London confers the freedom of the city on Earl Beaeonsfield and Lord Salisbury to-morrow. A great ceremony is preparing, and the Australian cricketers are invited. The debate in Parliament continues. Mr Lowe made a vigorous attack on the Government. Sir J. Manners defended.

In the House of Commons Lord Hartington's motion censuring the Government for undertaking responsibilities without the consent of Parliament was negatived on a division by 333 to 195. Earl Beaconsfield and Lord Salisbury were presented with the freedom of the City today. At the banquet at the Mansion House, afterwards, Earl Beaeonsfield said that he believed that the peace would be durable. Sir Stafford Northcote in the House of Commons denied the existance of a secret treaty with Turkey, Constantinople, August 3. The Russian troops are making homewards.
