In the House of Commons Lord Hartington's motion censuring the Government for undertaking responsibilities without the consent of Parliament was negatived on a division by 333 to 195. Earl Beaconsfield and Lord Salisbury were presented with the freedom of the City today. At the banquet at the Mansion House, afterwards, Earl Beaeonsfield said that he believed that the peace would be durable. Sir Stafford Northcote in the House of Commons denied the existance of a secret treaty with Turkey, Constantinople, August 3. The Russian troops are making homewards.
