[Special.] London, July 19. The House of Lords was crowded to hear the Premier's statement of the results of the Congress. He said that Turkey remained compact and powerful. Lords Granville and Derby challenged the policy of England regarding Cyprus and the defence of Turkey, and Lord Salisbury ■vindicated it. The Elcho Shield at Wimbledon was won by Ireland with 1610; England, 1560: Scotland, 1551. A tramp has been arrested for complicity In the murder of Mrs Wilkins and her children at Llongelly. July 20. Lord Hartington has tabled a motion censuring the engagement for the defence of Turkey, which was unknown when Parliament was prorogued. There is much agitation in Italy respecting the Cyprian-Austrian scheme.
