London, June 23. After three hours' discussion in Congress, the English- Austrian demand that the Balkans be the limit of Bulgaria was conceded.
Thia concession removes the crisis regardiDg the Eastern question, but excites popular opposition at St. Petersburgh. The Turks will fortify the Balkans.
