Austria and England demand the immediate discontinuance of Russian occupation of Bulgaria, and that after the final conclusion of peace, Turkish garrisons shall occupy the Balkans. Lord Beaconsfield maintains that the continuous sittings of the Congress shall be conditional upon Russia's withdrawal of her troops from Constantinople, whereupon the Russian plenipotentaries have appealed to the Czar. The Times this morning announces that Russia, England, and Austria have agreed regarding the boundaries of New Bulgaria. [Special.] ■ London, June 22.
