London, June 4. The Chancellor of the Exchequer, in presenting the diplomatic correspondence, said that the British Government had accepted the German invitation to a European Congress for the free discussion of the San Stefano treaty, conditionally upon the other powers accepting. Each Power will send its Premier and Foreign Minister. The German Emperor's condition is favorable. The race for the championship of the Thames to-day was won by Higgins, Eliott being nowhere. The Australians are playing Surrey. The first innings of their opponents closed for 107 and the first innings of the Australians for 110. The attendance is enormous.
