Rowdy mass meetings are being held in Lancashire for the purpose of advising the strikers to hold out. April 22. The meeting of Congress is doubtful. It is reported at Berlin that Russia declines to submit. The Russian regiments received the order to embark with great enthusiasm. Encounters have taken place between Russians and Roumanians. Beauclerc, the favorite for the Two Thousand Guineas and Derby has been scratched.
