["Argus special."! London, April 4. The budget shows so income oE eighty-one millions, leaving the ordiuary deficit I£ million?, and the extraordinary £5,300,000, whereof two millions are to be left to next year. A twopence increase on the income tax is proposed, fourpence on tobacco, and a two-and-sixpenny dog tax. An official despatch shows that Russia has treated Roumania imperiously, and has reftised to discuss the Congress question with Bessarabia.
