[Re oxer's Telegrams per Press Agency.] London, March 28. Lord Derby has resigned. He approved of the policy of the Cabinet regarding the Congress but not of calling out the reserves. The Earl of Beaconsfield defended this on the ground that the intended measures were nocessary to the peace and security of the Empire. The Papal Allocution approves of the past Papal policy.
