London, March 22_ Earl Derby stated that (he Government had not demanded the admission of Greece to the Congress on an equal footing with the guaranteeing Powers, but only asked for a hearing for her. Russia has not replied to England's request regarding the peace conditions to be submitted to the Congress. Unless Russia submits there will be no Congress.
