[Special to the Sydney Herald]. The Porte has refused a firman to the British fleet to remain at Starnboul on the ground that the Russians would occupy the city. The armistice is terminable in three days. It is rumored that one of the terms of the alliance between Turkey and Russia is that the latter assumes the protectorate. Earl Donoughmore is appointed UnderSecretary for the colonies. The steamer Metropolis has been wrecked on the coast of Carolina, and 100 lives lost. Russia has suggested a Conference afc Brussells.
