Melbourne, February 5. The elction of JSir Brian O'Loughlin was brought about principally by the Catholic vote aud the extraordinary action of the Government in gran ing au extra shilling a day to the railway employees who live in the electorate. Persons were brought from the country, and travelled ou free railway passes, in fact, any and every thiug was done to obtain votes. This has been the only political event of importance during the week.

A splendid rain fell steadily all day yesterday, aud nearly two inches fell in 36 hours. It extended to the country districts.

Sir John Coote, the eminent hydraulic engineer, arrived by the mail steamer to report on the harbor works.

Pending the settlement of the crisis ail building operations are suspended, aud trade is completely paralysed. Capitalists are unwilling to invest, and prefer taking their money elsewhere.

Mr Service made an excellent speech at Maldon on Wednesday, in which he ably reviewed the whole political situation, and condemned strongly the proceedings of the Government.
