London, Dec. 21. General Todleben has been appointed commander-in-chief of the army in the place af the Czarewitch, who returns to Eusaia. The Times says that Englard is as well able to maintain Her rights as when she alone withstood the forces of the first Napoleon. The London papers except the Times agree with Ministers' demand for a vote for military preparation. Fresh Eussian troops are being mobilised at Warsaw. The Assam left Galle on the 15th. The Tanjore arrived on the same day. December 22. All proposals for mediation have failed. The German Ambassador at Constantinople recommends direct negotiations between Eussia and Turkey. Servian troops have been sent against Widdia. Snow storms delay the attack on Ezeroum.
