London, Nov. 26. It is rumored in Paris that England has sent her ultimatum to Russia. England has intimated to Turkey that she refuses to recognise the blockade of the Euxine, unless it is enforced upon her, the Porte haviug grauted exceptional .permits to Greek vessels. November 29. Mukhtar Pasha telegraphs that the Russians are preparing winter quarters iv Armenia. Serious discussions have arisen in the Turkish Ministry, and Mahomed is expected to retire. Vienna papers declare that Servia will take part in the war about the middle of December. Prince Milauo^proceeds to headquarters on the 7th December, and independence is expected to be proclaimed on the I2th. The Shah of Persia has despatched a secret envoy on a secret mission to St. Petersburgh. The .French Senate has appointed a Committee to enquire into the causes of the bad state of trade. Deputations from the Syndicates have presented memorials to Macmahon, showing the commercial condition of the country to be in a critical state.
