(From the Melbourne Argus.) London, Oct. 26. A calamitous storm occurred at Suez on Tuesday (23rd), damaging the railway, the' town, and the canal. Oct. 27. The hon. Alfred Henry Thesiger, Q.C., has been appointed to succeed the Right Hon. R. P. Amphlett, as Lord Justice of Appeals. The bombardment of Plevna on the 23rd and 24th instant was a ruse to keep Osman Pasha iu the expectation of a front attack whilst General Gourko assailed Dubrik. The Daily News correspondent at Bucharest reports that Plevna is completely invested, and supplies stopped. The Russians aim at cutting off Osman Pashas retreat. Reinforcements arrive daily. f Colonel Baker's resignation is accepted. Oct. 31. After the victory at Dubrik, the Russians op. Sunday (28th) advanced along the Sophia road a»d surrounded the Turkish fortified postion at Telfche, After two hours cannonade with 62 g«ns the Turks surrendered Only 800 escaped. A large Russian force, with siege guns, is advancing on Silistria from Medjidie. ' ' The relations of the Porte with Greece have improved. The gulj^u of Turkey has informed the Belgian ambassador that he (the Sultan) intends studying the institutions of Belgium with the view of adopting pefiorms at the close of the war, ' Extensive floods have occurred in South Wales, and Cardiff has been inundated.
