Stdnet, October 23. The following special telegram is published by the Herald .•— London, Oct. 18. Gen, lodleben proposes to starve the army in Plevna, which is reported to be thoroughly emaciated. Turkish prisoners declare that the couditkm of the garrison is deplorable, and that many of the officers are willing to surrender, but Osraan Pasha resists. The Russians are gradually closing the western outlets. It is reported at Bucharest that the Turks have withdrawn their artillery from the Gravitza redoubt, under the suspicion that the place is undermined. A Turkish army corps concentrating near the Danube had a slight skirmish with the Russians near Hadikoi. The Egyptian troops have been sent to Varna. General Zomiman's army is moving towards the Upper Danube. Suliemaa Pasha's position is being bombarded from the Russian floatiug batteries. A Turkish gunboat exploded. Cannonading at Fort Nicholas, in Schipka Pass, has been resumed. The Russians in. Hankoi defile have been reiuforced by two additional corps. The alleged invasion of Rouraania originated in reports of peasants, who mistook the militia for Hungarian raiders. A Russian decree has placed military rank within the reach of every soldier who distinguishes himself by valor. Outhe 17th, 215 tons of military stores for Turkey left America. Rumors of mediation between the belligerents by the Enropean Powers have been revived. Austria and England are credited with having taken the initiative. Confirmation of the rumor is found in the Sultau's pacific assurances, Sir Stafford Northcote's and Lord Salisbury's speeches, and Von. Beust's visits to Lord Derby. The Proas considers the inference fallacious. A Berlin paper says the peace proposals submitted to the German Government by Mr Layard were rejected. A violent gale swept over the United Kiugdom, inflicting enormous damage and loss of life. The Senatorial Left, in a Press communication, give the results of the French elections as follows:— Out of 533 Deputies, 335 are Republicans aud 198 are Government nominees. The latter comprise — Bonapartists, 40; Legitimists, 68; Conservatives, 90. Many of the official candidates are| expected to be unseated by the Election Committees, probably raising the Republican majority to 140. The Prefects are summoned to Paris to receive instructions respecting the second balloting. There is no indication that Ministers intend to resign.
(Special to the Evening Post.) London Oct. 18. A full report has been received of Mukhtar Pasha's great defeat, Mukhtar Pasha fled from before Kara, leaving 19,000 prisoners and 27 guns ia the hands of the Russians, and losing 17,000 iv killed aud wounded.
