[Br Redter's Submarine Cable.] Bombay, September 15. Chief Inspector Clark has beeu arrested for complicity in turf frauds. It is reported that Sulieman Bey haa crossed the Balkans. A Turkish official despatch from Hafiz states that he repulsed a violent attack by the Montenegrins.
