(Per Arawata.) _ T . m Melbourne, Sept. 12. Ihe Land Tax Bill has passed the Assembly, and been sent to the Council, where it was read the first time without criticism. Ihe Government declined to permit any alteration in Committee, and the measure was pushed hurriedly throhgh. An attempt to make mortgages bear a portion of the tax was uot listened to. The Mining on Private Property Bill passed through Committee in the Assembly, and some progress was made with the Estimates. In dealing with the taxes, the duties on guuny bags and sugar mats was struck out, and those on corrisacks and woolpacks were passed. The rainfall has had a most beneficial effect. It has beeu very general in New South Wales, but has not been sufficient yet iu Victoria, but already its influence is felfc iu business. The Macduff's passengers have been released from quarantine.
