CITY COUNCIL.

A special meeting, at which all the members except Cr Harley were present, was held last night to consider those clauses of the Municipal Corporations Act that refer to the constitution of the Council, aud retirement of the members. Opinions on the subject from Messrs Adams aud Kingdon and Mr Travers were read which concurred in stating that the whole of the Councillors must retire, aud that there should be nine Councillors and a Mayor, who would ex-officio be a Councillor, haying a casting as well as a deliberative vote. The Mayor said that it appeared to him that they must all resign their seats, and as he was desirous of continuing to be a Councillor, but not the Mayor, he must resign the latter position at once, and the Council might elect him or anyone else as Mayor until the time arrived for the annual election in November. It was then resolved on the motion of Cr Webb, seconded by Cr Pickering, « That this Council accept the opinions of the City Solicitor and Air Travers, and retire at the annual election in September nest." A report was .read from the City Surveyor calling attention to a nuisance dangerous to health that existed at the western end of Bridge-street, and recommending that a nine-inch drain should be laid down leading into the Waimea-street sewer, and that a road should be made up from Davis & Co 's bonded store to the back of the old Wakatu to enable the residents iu the locality to fill up their back premises. He understood that they were prepared to subscribe a portion of the cost, the total of which would be about £120. The report having been discussed, the burveyor was instructed to ascertain what proportion of the cost the residents would be prepared to bear". The Council then adjourned '
