VALUATION.
XTader the above heading the following v appears in Hansard ~50.,S : : Mr Richmond asked the Government, If ifc is their 'intention, in the amended listing Act, to relieve the Road Boards frdm the ' compulsory annual valuation, as laid down in clause 6; and if they would be willing to leave the Soad Boards themselves to detertermine when it is necessary that a new valuation should be made? He asked the question afc the request, of several Road Boards in 'the district; wich he represented. These Road Boards, and especially those in the subdistricts, felt the co3t of these annual valuations very much, and, as a matter of fact, considered tnenialtogefchefunnecessary, as the fluctuation in the value of property in these 3mall settled country districts was very trifling from year to year.' In some ca3ea the preparation of the annual valuation absorbed nearly all the subsidy received by the Boards under the Financial Arrangements Act, and in one-case ifr •actualy'"exceedes" iftr thd subsidy which 'that diitnet received \was £3l\ and cost ol the valuation £37, leUv-ing-£6 to be provided out of the rates"3ver and above the subsidy. He hoped the Government would see-their way to makesech an {amendment ?in the Ratiag Act aaj would obviate the annual compulsory valuation, and leave the Road Boards themselves to! determine when anew vatua&aa was iiece&^ sary. Mr Whitaker said it was intended to amend the Rating Act in such a way that the Road Board fupd3 would be relieved <r |rosn'"%he~ necessity of making an annual valuation; but"' it was notj intended to allow tfieiri'to oieter- > mine the (lime when the valuation shduidTVe" -made.
