It is reported that Austria has refused' her sanction. The Russians have renewed offensive operations in Asiatic Turkey; and her first attack has been repulsed. The Russians have evacuated the Balkan passes. The Turks have occupied Ratnbogaz (?) and Querditch (?). Sulimau Pasha ha 3 received reinforcements, aud is now endeavoring to co-operate with the commander of the forces iv Bulgaria. Sir Stafford Northcote in the House of Commons said that the British policy, would be strict neutrality subject to contingencies. it is rumored that France is'likely to be placed in a state of seige shortly to curb the Radical demonstration. Others are in favor of war. Melbourne, Tuesday. Arrived— Ringaroonia. The Aravvata sails to-morrow.
