Official communication has. been received at Berlin, from Russia, intimating that the Bay of Odessa is not safe for merchant shipping, owing to the torpedoes and mines wbich have been laid for the defence of the harbor. Pilot vessels have been stationed afc the entrance of tbe bay, and also afc the moutds of the Dnieper, afc Sebasfcopol, and at Kertch-Yenikale, to guide foreign vessels through those hindrances. Foreign vessels are cautioned against attempting fco enter any ef the harbors or rivers indicated without such guidance. A contributor to the G. R.
