[By Reoter's Sdbhabine Cable.] London, Monday. The Russian Ambassador has left Stamboul. The Czar has reviewed his army. He urged bravery, and hoped for a speedy and glorious return. _. _ London, Tuesday. Ihe Emperor of Russia's manifesto recalls the inte est he has felt on behalf of of tbe Austrian subjects of the Porte, and desirea that the amelioration of their condition should be guaranteed. His entire reign has testified to his solicitude for peace, but two years' negotiation with the other Powers has failed through the stubborn refusal of the Porte. There had been a refusal of every effectual guarantee, and a refusal of the protocol, which expressed the unanimous view of Europe. He states that pacific efforts having become exhausted through the proud obstinacy of the Porte obliges war He was profoundly convinced of the jastice of it, and placed his co ifidence in God. Thia was foreseen at the time he made his Moscow speech, and now the time had arrived for independent action. Russia, invoking the blessing of God, would now order her troops to cross the Turkish frontier to seek forcibly that which Europe had vainly tried to secure peaceably.
