London, Thursday. Golos, a Russian journal, states that the Russian army will make advance if negociations between Turkey and Montenegro are not resumed. Bismarck's leave of absence is extended to August, during which period his position will be filled by Baron Camphansen de Bulow becoming Vice-President aud Koffman Secretary of State.
