„,, , , London, April 2. Ihe ambassadors have signed the protocol at the Foreign Office. Lord Derby- declared its validity depended upon peace beiog secured at Moutenegro. Russia is demobilising and Turkey disarming.- Count Schowioffi declared Russia consented to demobilise, and was willing to enter into negotiations with Turkey with a view to mutual disarming, provided the peace of Montenegro be secured. It is reported that Turkey is favorably disposed towards disarming and reforms. The 2Vmes and other Government organs approve of the action of the Cabinet but dwell on the uncertainty of the situation, as everything depends on' Russian sincerity. The Dailtj News ridicules the whole affair. The year's revenue amounts to £78,500,000,
