The English Cabinet are considering the proposal of Russia, which is to the effect that if the European Powers will sign the protocol urging the Conference programme Russia will act with them and demobilize|her army. Lord Derby has promised an earlv decision. March 14. It is reported that Lord Derby has replied to the proposal of Russia, England accepts the principal of the proposal but amends the protocol, avoiding phrases which would bind her future action. Peace has been restored in the Transvaal republic. March 16. The report as to Lord Derby's reply to Russia is confirmed. Count Schuwaloff received the amendment ad referendum, and awaits orders from Russia. General Ignatieff is now in London. The Porte has rejected Montenegro's conditions.
