« London, February 21. Lord Derby has informed the Porte that although the English Government will not coerce the action of Turkey it will not feel bound to protect the Porte against the coercion of other Powers. The Secretary for India and Earl Beaconsfield both expressed themselves as opposed to the policy of coercion.
