EDUCATION BOARD.

Tbe usual monthly meeting of the Nelson Education Board was held on Thursday last; present, Messrs Barnicoat, Broad, Camphell, Shepbard, Catley, Atkinson, Wastney, Holland, Leighton, Percy, and Burrell. The minutes of the last meeting were read and confirmed. The report of the Finance Committee was read and adopted, with the exception of the recommendation as to granting a lease of No, 1, Westport, which has not to be acted on until after the Inspector has visited Westport and reported on the matter. The report was as follows: — January 23,1877. To the Chairman of the Education Board. Sib, —The Finance Committee beg to report as follows on the several matters referred to them by the Board. Ist. Tbat in their opinion, there is no pressing necessity for interfering with the present mode of paying cheques. 2nd. That the Board he recommended to accept the following offers for leases of several reserves at Westport: — (1) Mr J. B. Fisher 14 years' lease of No. 1, at a yearly rental of £35, with liberty to remove of and dispose ofthe building thereon. (2) Messrs M'Mahon and Callan 14 years' lease of No. 65, at £3 per annum. (3) Mr P. Ekland 14 years' lease of No. 375 at £3 per annum. (4) Mr Thomas Jephcoate 14 years' lease of No. 420, at £2 per annum. (5) Mr R. C. Spear 14 years' lease of No, 587, at £2 10s per annum. (6) Messrs N. Powell and Co. 14 years' . lease of Nr. 594, at £3 5s per annum. (7) Mr D. M'Leod 14 years' lease of No. 797,.at £1 10s per annum. .• -. . .. • (8) Messrs M'Mahon and Callan 14 years' lease of No. 29, Suburban (5 acres) at 25s per acre, £6 5. per annum. The Committee recommend the Board not to accept Mr Job Lines' tender for No. 126, Westport. With regard to the application from St. Mary's Committee for £8 16s. to defray the cost of new closets, the Committee think that the Board would not be warranted in expending money on huildings which are not the property of the Board. I have, &c, J. Shephaed, Chairman. The following report of the Committee of Works was read and adopted :— Nelson, January 23, 1877. To the Chairman of the Education Board. Sir,—Your Committee have the honor to report that a letter from the Minister of Justice has been laid before them, stating that a sum of £7800 will be at the disposal of the Board during the current six months, £1300 of which will be available for buildings. Your Committee therefore recommend that the following buildings should be proceeded with at once, their estimated cost being £1350:—Schoolroom at Karamea; addition to Lower Wakefield School; teachers' houses at Brunnerton, Foxhill, Motupiko, Ngatimoti and East Takaka. Your Committee have deferred opening the tenders for building an addition to the Haven road school until a letter from the Town Clerk, referring to the market reserve, has been considered by the Board. With reference to the application for £30 from the Collingwood Committee, your Committee recommend that £20 be allowed. I have, &c, W. Wastney, Chairman. A letter from the Town Clerk having been read, referring lo the proposed addition to Haven road school, the Secretary was instructed to ask the permission of the City Council to make the.addition; and, further, to explain the circumstances under which the Fish Market Reserve was originally occupied.by the Central Board. Resolved—That the Committee of Works be authorised to get plans and specifications prepared for the buildings enumerated in the Committee's report, and that tbo Committee be empowered to call for tenders. Resolved—That the Town Committee be authorised to appoint'a. mistress for the; 4th division of Bridge-street school, at a salary of £72 per annum. The Inspector's report on punishments having been considered, it was resolved—That it is not desirable that tbe power of inflicting punishment in the Nelson public schools should be wholly abolished, in extreme cases, but tbe Inspector should report to the Board whenever any excessive use of such punishment comes to his knowledge. - Resolved—That the Inspector be instructed to advertise for tenders for leases of such Education reserves as are still unlet. Resolved —That the Lower Takaka Committee be allowed £5 for repairs. Resolved — That the Inspectors notes on the alterations that have taken place during the last six months in the numbers attending several schools be referred to the Fiuance Committee. Resolved —Tbat an additional £4 be allowed Mr Grooby for pulling down and rebuilding on the new site the chimneys belonging to the schoolhouse at Pangatotara. > Resolved —That in the absence of any duly qualified applicant for the assistant teacheship at Upper Wokefield, the request of the Committee for permission to appoint an uncertificated teacher be granted, such appointment not to extend beyond three months. The Inspector was authorised to appeal against any assessment of the Board's property that be may consider excessive. Resolved—That £11 10 a 8d be granted to the Upper Moutere Committee, to enable them to complete the repairs to the house at Neudorf.
