It h to belive that anyone but he wrote the pompous, proclamation iv which Lord Lytton announces tbat on tbe Ist Januaryj 1877, be shall hold an ;"Imperial Assembly" at Delhi to poclaim Queen Victoria " Empress of India, " and announces tbat be proposes to invite "the governors, lieutenantgovernors, and beads of administrations from all parts of the Qieen's lodian .dominions, as well as -those princes, chiefs, and nobles in whose persons the antiquity of the past is associated with the prosperity of the future, and whoso worthily contributed to the splendour and stability of this great empire."
