The Spanish authorities at Havanna captured a boat near Baracou with four insurgents on board, carrying correspondence from Cuban refugees in New York to the insurgents, stating that an expedition with arms, ammunition, and money was on its way to the island, under command of Quesada. The steamer Montezuma was seized by the passengers, and the captain and three passengers were killed. Forty-five thousand men have been thrown out of employment at Bethlehem, Pa., by the stoppage of the coal mines. A revolution, headed by Colonel ' Alsina, Minister of War, broke out in Buenos Ayres, and the whole of Buenos Ayres is in a state of siege, Telegrams from Europe in the middle of November related to active military preparations, but were less threatening at the beginning of the present month. All soldiers on furlough in Ireland have been ordered to join their regiments. All furloughs have been temporarily suspended. The authorities of Davenport Dockyard have received orders to prepare the iron clad turret ships Cyclops and Hydra for immediate active service. Great activity prevails in Woolwich Arsenal. An imperative order was issued that the production of rifle ball cartridge should be increased to two millions per week This was explained as being consequent on the change to the Martini-Henri rifle in India. The Pall Mall Gazette, Standard, and other Conservative journals express complete distrust of the Czar's pacific assurances, as expressed to Lord Lof tus. The Standard's Vienna special correspondent says the force which Russia will mobilise in accordance with the recent ordinance numbers 195,292 infantry, 26,788 cavalry and 624 rifled breech-loading cannon. ' A Berlin despatch says preparations have been made for the concentration of the Russian army of the Vistula, which "is to be reinforced by tbe Imperial Guards. There is reason to believe that Russia will call in next year's contingent of recruits numbering 20,000, immediately, instead of waiting till April. The Globe states that all railroad companies in Russia have been ordered to place their lines at the absolute disposal dt the Government. The Rothschilds are said to have promised an advance to Russia of a money loan which will not be made public. Russia's conditions are said on 'Change to be so favorable that the Rothschilds can easily dispose of the loan privately. Large hospitals are being established, and physicians in the south of Russia have been invited to enter the army, A large portion of military trains suitable tor crossing the Danube are arriving ia Bessarabia aud arc being sent on to Prufch A Times (Vienna) despatch explains that there are two centres of military operations in Southern Russia. A despatch to the Stmdard from Berlin says Prince Bismarck's statements are quoted by all Germany with the greatest satisfaction. In his remarks on Saturday Bismarck declared that if Russia threatened to be victorious in the impending war, he believed England would occupy Egypt should the lurkish treaty be violated by the Russian forces. Three large islands, Hattiah, Sundeep.and Aakiu Shahabozhare, and numerous smaller islands included in the Bakergnnge, Norhkelly and Chittagong districts were entirely submerged by a storm wave on Oct. 31, as also was the main land for five or six miles. These islands are all in or near the estuary of the river Meagna. The largest, Aakin Shahabozhare, was 500 square miles in extent, and had a population of about 240,000. Up to 11 o'clock on the night of the 31st there were no signs of danger, bnt before midnight the wave had swept over the country to a depth in many places of 20ft, surprising the people in their beds, Dense groves of cocoanut and palm trees around the villages enabled many to save themselves by climbing the branches. Some took refuge on the tops of their houses, but the water burst the houses asunder, and swept them to sea. Some were carried across the channel ten miles to the Chittagong district, but a vast uiajority^were never heard of again. There is scarcely a household in the islands or on the adjacent ; coast but lost many members. '• A schism is threatened in the . Dutch Reformed Church. Four hundred pastors have threatened to secede. The elections for the London School Board show an increased majority in favor of maintaining secular education. > In reply to a deputation of the committee of the Aboriginals Protection Society, relative to Stanley's proceedings in Africa, Earl Derby said he had read with great regret the reports of the circumstances referred to by the deputation; but Stanley not being a British subject the British Government could not interfere. Instructions would be issued that he has no authority to hoist the British flag. Reports from the wine-growing districts show the vintage to be far below the average. The Foreign Offiee published a despatch from Lord Loftus of his interview with the Czar of Russia. It says the Czar pledged his sacred word of honor, in the most earnest and solemn manner, that he had no- intention of acquiring Constantinople. The Roumanian Government have notified to the Prefect of the early arrival, on their way to the Danube, of 150,000 Russian troops. A Russian officer goes to Roumania to direct the army of that country. The elite of Chinese society are uneasy about the loss of their pigtails. Chinamen strut about proud of the length and color of their pigtails; but should they enter a crowd or gaze upon a procession, they suddenly find themselves bereft of the appendage so , carefully nourished. No man possessing a tail dares now to take a siesta or indulge in opium, lest he should awake a ruined and. degraded man. It was for a time supposed that the barbarous English cut off the pigtails for exportation to England wheye they were to appear coil upon coil upon ladies' heads. But it has been proved that there exists a secret society, kuown as the Pigtail Cutters, who, haviug lost their own tails by sentence of law. conspire to cut off every pigtail they can. Now, as a Chinaman expects, to be lifted up to Paradise by his pigtail, the deprivation of that ornament deprives him of Heaven. The Imperial Government directs that every person convicted of clipping a pigtail shall be deemed a traitor, and be strangled— a severe penalty for a rape of the lock. {For continuation, of New* see fourth page)
