FOREIGN.
London, December G. Prince Bismarck informed the Reichatag that Russia does not seek great conquest, but desires them, in co-operation with a conference of other Great Towers, to obtain amelioration of the condition of Christians in the revolted provinces of Turkey. The triple alliance still exists, and Germany's friendship for England is equally traditional. He believes that the difference between England and Russia will be amicably arranged, if not, Germany's duty will be to mediate between the .two Powers, and to localise war. If efforts at mediation prove futile, he could not conjecture what the future would bring forth.
• - December 7. Prince Bismarck's speech is considered re-assuring. Earl Salisbury has arrived at Stamboul. The Conference commences its sitting* on Saturday. \ ' . - General Grant, by message, recommends a change m the system o: election of President of the United States.
