No first priae will be given unless two boats start, an 1 no second unless three. All protests must be made in writing, and signed by the person protesting, and lodged with the Secretary before 7 o'clock in the evening of the day on which the Race was won, together with a sum of modcy at the rate ot 5 per cent on the first prize. All protest* to be referred to the tailing Committee; their decision to be final. Should tha Committee consider any protest to ba frivolous or vexatious, the money deposited to be forfeited.
