. London, November 8. lhe Arctic expedition has arrived a Portsmouth. It reached 450 miles from the North Pole, that being the furthest point north ever attained. Beyond this the whole region is packed with ice. An armistice has been fixed for two months. Mr Lillcn has been elected President of the United States. It is proposed to hold a conference on the Eastern question in Stamboul. Lord Salisbury assisted by Elliott, will represent England. Other Great Powers will also send delegates.
