GENERAL NEWS SUMMARY.
Ex-Suitan Murad is dead. The Turkish Extraordinary Council was willing for an armistice for six months, meanwhile carrying out reforms. Mukhtar Pasha has advanced into Montenegro, capturing the intrenchments without opposition. Fifteen thousand Spanish troops have been despatched to Cuba in anticipation of & renewal of hostilities. The Servian General has called eat all men between 18 and 50, and Koumania has mustered its army in readiness. Two thousand five huhdaed Montenegrins attacked Mukhtar Pasha, and drove him to the frontier, killing ,800 Turks. The Montenegrins burned the bridge, and cut off Mukhtar P»sh» from his reinforcements. At a meeting at St. James' Hall, Mr Gladstone condemned the Cabinet for pursuing a policy opposed to £he wishes of the Parliament and people, and expressed his conviction that making Bosnia, Herzegovina, and Bulgaria independent of the Ottoman Empire would settlt the difficulty. The Cabinet, after consideration, declined. An Imperial edict by the Emperor of China expresses regret for Mr Margary's murder, aud admits the right of foreigners to travel through the country. Envoys have been sent to England with a letter of apology. At an enthuiastic meeting of Greeks it was resolved that the position of the Greek provinces in Turkey is intolerable, and that the army should be strengthened. Russia ha% proposed occupation of Bulgaria. The London Time* declares that in insisting on this the Czar hai mistaken the mind of Europe. The Porte grounds its resistance to the proposals of the Great Powers on its inability to control the mob, and a massacre of Christians i3 threatened. There have been terrible ravages by yellow lever in the Southern States of America. Lord Derby, in reply to a deputation, expressed his strong belief in the permanency of peace. He favored local autonomy.
